Hope Cooper, of True North Group, directs the CHAMPS campaign to improve foster parenting policies.  CHAMPS mobilizes a coalition of organizations to promote foster parenting policy improvements in states and nationally. The CHAMPS Playbook is a central organizing tool. 

True North Group partners, Hope Cooper and Marci McCoy Roth, supported the Commission to Eliminate Child Abuse and Neglect Fatalities from 2013-2016 and developed this white paper to inform the commission's final report.

True North Group led coalition of partners in developing policy analyses of the Fostering Connections to Success and Increasing Adoptions Act.
